The purpose of this paper is to examine the role of digital platforms in the development of the Digital Entrepreneurial Ecosystem (DEE). Specifically, it discusses the challenges of proposing policies to overcome systemic imbalances within these ecosystems. By investigating Norway and its Nordic neighbors, Sweden and Finland, the study utilizes the Digital Platform Economy Index framework and empirical measurements to evaluate the current state of their DEEs. The research identifies key weaknesses acting as barriers to growth and offers tailored, holistic policy recommendations to address them. The findings reveal that similar constraints disrupt Digital Technology Entrepreneurship (DTE) across each country, suggesting that a unified yet specialized approach is necessary to foster European digital economic development.
